Description

The latest appeal from the Department of Education (DepEd) in the Philippines, urging local government units (LGUs) to exercise "balance and prudence" in declaring class suspensions, highlights a continuing policy challenge regarding learners' safety without compromising education. This issue received national attention after Hon. Sol Aragones, the incumbent Governor of the Province of Laguna, suspended face-to-face classes for two weeks to prepare for earthquakes in case "The Big One" strikes in Metro Manila. While her pronouncement was rooted in concerns about human safety, it also raised questions about the scientific validity of such preventive measures and their wider consequences for educational continuity. This theoretical essay considers DepEd's standpoint through the theoretical lenses of risk governance, decision-making, and learning continuity to exhibit that prudence – rather than fear – ought to influence public decisions affecting education.
