In the evolving landscape of higher education and public services in a highly digital and competitive world, there is a greater need for flexible, accessible, and quality learning pathways. In the Philippines, the model of Open and Distance Learning (ODL) has become a strategic tool not only for students to access training and education, visibly recognized during the pandemic, but also for Human Resource Development (HRD) in the public sector, where it supports lifelong learning, capacity building, and skills upgrading of the public servants that goes beyond the limits of time, location, and circumstances.
