It specifically assessed employees' capacity, willingness, and opportunity to engage in alternative financial strategies, particularly strategic business partnerships, to supplement retirement income and strengthen long-term financial security. Anchored on the psychosocial Capacity-Willingness-Opportunity (CWO) Model, the study employed a quantitative descriptive-correlational design involving 332 permanent civil servants with at least five years of government service from five national government agencies in Naga City, Camarines Sur: the Bureau of the Treasury (BTr), Department of Education (DepEd), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine National Police (PNP). Results revealed that respondents were generally well educated, with 66.27% holding baccalaureate degrees and 18.67% possessing master's units. Most were aged 31–40 years (38.86%) and belonged to Salary Grades 11–18 (69.88%). Notably, 49.73% reported having no financial investments outside compulsory pension programs, indicating substantial dependence on a single source of retirement security. Respondents demonstrated a positive attitude toward alternative financial structures, with business partnerships receiving a weighted mean (WM) of 3.29. Government-led entrepreneurial incubation and mentorship was strongly supported (3.45), while motivation was primarily family-centered, particularly providing for dependents and achieving peace of mind (both 3.61). Under the CWO framework, Capacity obtained a WM of 2.89. Although respondents demonstrated investment knowledge (3.06), limited liquid cash reserves for unexpected business losses remained a significant constraint (2.77). Willingness obtained a WM of 3.25, reflecting strong interest in financial training (3.31) but considerable loss aversion toward moderate risks involving primary savings (3.17). Opportunity obtained a WM of 3.07, with digital financial tracking tools viewed as accessible (3.13), although workplace institutional support remained relatively weak (3.03). Macroeconomic inflation (3.22) and institutional loan obligations (3.09) emerged as major external barriers to retirement preparedness. The study recommends early-career financial orientation, structured training on passive business partnership management, financial counseling, and voluntary bonus-segmentation mechanisms that enable gradual investment contributions. Interventions should prioritize mindset, financial exposure, and investment engagement rather than salary grade alone. The study further recommends operationalizing the SecureStep Framework (Institutionalized Co-Partner Model) through the Legacy Ladder, Matching Fairs, Digital Wealth Tracker, and Future-Proof Your Legacy information materials. These initiatives may provide government employees with practical pathways toward diversified retirement income, improved financial resilience, and greater economic security beyond traditional pension benefits.

Specifically, it examined their educational background, number of employees, and years in business; assessed their economic, environmental, social, and cultural contributions; determined the relationships between their profiles and contributions and between their profiles and business challenges; and formulated a promotion and management plan to strengthen their contributions and address identified challenges. The study involved 48 native delicacy entrepreneurs in Vinzons, Camarines Norte. The study used a quantitative research approach with a descriptive-correlational design. The researchers collected data through a researcher-developed questionnaire and analyzed them using frequency counts, percentages, weighted means, and Somers' Delta correlation coefficient. Results showed that most respondents were college graduates, comprising 19 entrepreneurs (40.0%). In terms of workforce size, 25 respondents (52.1%) employed one to two workers, while 26 respondents (54.2%) had operated their businesses for more than ten years. Respondents generally evaluated the entrepreneurs' contributions positively. Economic contributions obtained an overall weighted mean of 3.98 (Agree), with support for ancillary businesses such as sari-sari stores and suppliers receiving the highest rating (4.10). Environmental contributions obtained a weighted mean of 4.00 (Agree), with the Use of locally sourced ingredients from farmers receiving the highest rating (4.19). Social contributions recorded a weighted mean of 3.81 (Agree), with youth empowerment through part-time or seasonal employment rated highest (4.13). Cultural contributions obtained a weighted mean of 3.94 (Agree), with recognition of the distinctiveness of Vinzons' culture compared with other towns receiving the highest rating (4.06). Analysis of relationships between profile variables and contributions revealed that only the number of employees was significantly associated with economic contribution, with a Somers'd value of -0.212 and a p-value of 0.044. Educational background and years in business showed no significant relationships with economic, environmental, social, or cultural contributions. Thus, the null Hypothesis was accepted in most instances, except for the relationship between number of employees and economic contribution. The most serious challenges were encountered in marketing, which obtained an overall weighted mean of 4.24 (Very Serious Problem), particularly the decline in customers during off-peak seasons (4.42). Operations management recorded a weighted mean of 4.05 (Serious Problem), with high operational costs and frequent production interruptions and maintenance concerns both rated 4.17. Human resource management also obtained 4.05 (Serious Problem), with lack of professional training and seminars identified as the most significant challenge (4.19). No significant relationships were found between respondents' profiles and challenges in marketing, operations management, or human resource management, as all p-values exceeded 0.05. Based on these findings, the study formulated a promotion and management plan focused on marketing enhancement, stable institutional partnerships, training and technical assistance, logistics and production management, cost control, equipment maintenance, and human resource development. The plan may serve as a basis for enterprise development initiatives by the Local Government Unit of Vinzons, CNSC Extension Services, the Department of Trade and Industry (DTI), the Technical Education and Skills Development Authority (TESDA), and the Municipal Tourism Office. The study concludes that native delicacy entrepreneurs contribute positively to local economic development, environmental stewardship, social involvement, and cultural preservation, despite significant marketing, operational, and human resource challenges.

Description This study investigated the profile, resource planning and inventory control practices, operational challenges, and significant differences in the perceived dynamics of resource planning and inventory control among small-scale local food processors in Vinzons, Camarines Norte. Specifically, it examined respondents' age, sex, and years in business; assessed practices in procurement and sourcing of raw materials, resource allocation and utilization, inventory monitoring and record-keeping, and inventory decision-making; identified challenges encountered; determined significant differences according to profile variables; and formulated a Resource Planning and Inventory Control Plan to enhance business efficiency and sustainability. The study involved 48 small-scale local food processors and employed a quantitative descriptive-comparative research design. Data were gathered through a researcher-made survey questionnaire and analyzed using frequency counts, percentages, weighted means, t-test, and analysis of variance (ANOVA). Results showed that most respondents were 60 years old and above, comprising 23 respondents (47.80%), while those aged 30–39 years represented the smallest group, with 2 respondents (4.20%). Females predominated, with 45 respondents (93.70%), compared with 3 males (6.30%). In terms of years in business, 26 respondents (54.20%) had operated for 7–12 years, while only 1 respondent (2.10%) had operated for 4–6 years. Resource planning and inventory control practices were generally functional but informal. Procurement and sourcing and resource allocation and utilization both obtained an overall weighted mean of 3.28, followed by inventory decision-making (3.14) and inventory monitoring and record-keeping (3.13). The highest-rated practices included assessing raw material quality and price before purchasing (3.88), utilizing materials according to planned quantities (3.60), regularly checking stock levels (3.65), and reordering before depletion (3.56). Lower-rated practices included maintaining backup suppliers (2.75), assessing labor productivity and material waste (3.02), using stock cards, ledgers, or digital tools (2.71), and demand forecasting (2.65). Challenges were generally moderate but persistent. Sudden increases in raw material prices were the most serious procurement challenge (3.94, Very Much Encountered), while lack of manpower during peak seasons was the most encountered resource-allocation concern (2.54). Inaccurate or incomplete inventory records obtained 2.46, while financial constraints in acquiring inventory were the most significant decision-making challenge (2.65). These findings indicate that external factors, particularly price volatility and capital limitations, substantially affect operations. Inferential analysis revealed no significant differences in practices by age or years in business, as p-values exceeded 0.05. However, sex showed a significant difference in inventory decision-making, with an F-value of 4.425 and a p-value of 0.041. Accordingly, the null hypothesis was rejected for sex in inventory decision-making but not for the other variables. Based on the findings, the study formulated a Resource Planning and Inventory Control Plan focusing on backup supplier management, systematic record-keeping, labor and material monitoring, demand forecasting, and financial preparedness. The study recommends strengthening inventory systems, adopting simple digital or manual monitoring tools, establishing inventory reserve funds, and supporting the plan through DTI, local government units, and other concerned agencies to improve operational efficiency, resource utilization, production continuity, and long-term business viability.

This action research aimed to determine the effectiveness of Project APIR (Assisting Pupils with Intervention in Reading) in improving the reading skills of struggling readers in Grade 5–Lucas at North Bay Boulevard North Elementary School during School Year 2025–2026. The identified struggling readers were assessed through a pre-test to determine their initial reading performance. The intervention included structured and targeted activities such as guided reading, phonics-based exercises, and reading comprehension activities suited to the pupils' identified needs.
