Abstract

This study evaluates the classroom management architectures among 100 elementary school educators in the Guimba West District through a descriptive-evaluative research design. Moving beyond traditional descriptive accounts, this doctoral-level inquiry utilizes a high-reliability instrument (α = 0.92) to audit pedagogical practices against the theoretical benchmarks of Kounin’s Instructional Management and Danielson’s Framework for Teaching. Data analysis, encompassing weighted means and Pearson’s r, reveals a Grand Weighted Mean of 3.06, interpreted as an "Adequate" but structurally fragile management state. While the workforce demonstrates proficiency in Collaborative Learning (WM=4.47), rooted in cultural communalism, a "Traditionalist Ceiling" is evident in critical gaps in Technology Integration (WM=2.54) and Inquiry-Based Learning (WM=2.46). Inferential analysis indicates that while educational attainment (p=0.036) and gender (p=0.000) are significant predictors of management quality, years of experience (p=0.291) are not. This finding confirms an "Experience Plateau," suggesting that professional longevity in the district does not automatically translate into 21st-century instructional "Withitness." The study identifies a "Technological Latency" in which digital tools often serve as instructional distractions rather than as bridges to learning. To address these systemic deficiencies, the study proposes a Strategic Professional Development Framework (SPDF). This multi-modular architecture is designed to leverage the district’s highly academicized, mid-career workforce to transition from basic behavioral compliance toward exemplary, student-centered instructional mastery. The findings provide a diagnostic roadmap for district-wide structural reform and pedagogical modernization.
