Effectiveness of Education and Skills Training Programs as a Tool for Sustainable Livelihood Development in Narra, Palawan

Abstract

This study examined the effectiveness of education and skills training programs as tools for sustainable livelihood development among beneficiaries of the Palawan Agrarian Reform Community Cooperative Federation (PARCOFED) under the Department of Agrarian Reform (DAR) in Narra, Palawan. Specifically, it assessed the educational value of the training programs in terms of knowledge gained, skills development, and confidence in applying acquired competencies; evaluated their contribution to livelihood development in terms of income improvement, employment or self-employment opportunities, and productivity; and determined the sustainability of livelihood outcomes in terms of continued use of skills, income stability, and long-term livelihood opportunities. A quantitative research design was employed, using a structured, researcher-developed questionnaire administered to 32 respondents. Data were analyzed using frequency, percentage, weighted mean, standard deviation, and Pearson Product-Moment Correlation. Results showed that the education and skills training programs were highly effective, with an overall weighted mean of 3.77. The educational value of the training programs, livelihood contribution, and livelihood sustainability were rated highly effective or highly sustainable. A significant positive relationship was found between the perceived educational value of the training programs and livelihood sustainability (r = 0.608, p < .001), indicating that higher perceived educational value is associated with stronger livelihood sustainability among respondents. However, beneficiaries continued to face challenges, including a lack of capital, limited resources, and inadequate tools and equipment. Financial assistance, marketing support, market linkage, and business management training were identified as priority support needs. The study concludes that education and skills training programs can meaningfully contribute to sustainable livelihood development when complemented by ongoing technical assistance, financial support, and market integration mechanisms.
