Abstract
This study examines the experiences of Mother of Mercy Academy, Inc. (MOMA) in implementing Educational Service Contracting (ESC) under the Government Assistance to Students and Teachers in Private Education (GASTPE) program. It specifically explores how administrative practices influence program implementation, institutional operations, and student development within a private school context. The study addresses the ongoing need for program evaluation, as highlighted by PEAC during the recertification and reassessment of E-GASTPE's effectiveness and sustainability. A qualitative research design was employed, using Focus Group Discussions (FGDs) with administrators, faculty members, and E-GASTPE students who were selected as key informants for their direct involvement and lived experiences with the program. Thematic analysis was used to identify recurring patterns and meanings across responses, while SWOT analysis and the Input–Process–Output (IPO) model were applied to interpret internal and external factors affecting program implementation and outcomes. Findings reveal that strong leadership and institutional identity are key to effective implementation and stakeholder trust. However, operational constraints such as delayed subsidy releases, staffing shortages, and documentation challenges hinder administrative efficiency and instructional quality. Opportunities exist in enhanced teacher support systems, increased subsidies, and expanded professional development initiatives, while economic pressures and policy shifts pose persistent risks to financial sustainability. The study concludes that effective administrative practices are central to successful E-GASTPE implementation, directly influencing institutional stability and student outcomes. Strengthening financial management systems, staffing structures, and compliance mechanisms is essential to ensure program sustainability and improved educational delivery in private schools.
