Quality instructional materials are central to effective teaching and meaningful student learning. In state universities across Pangasinan, Philippines, however, many educators face challenges in designing, developing, and using instructional materials that align with the curriculum, engage learners, and leverage available technologies. These challenges may stem from a lack of training in instructional design, limited access to technological or media resources, insufficient interdisciplinary collaboration, and rigid institutional structures. This paper argues that a multidisciplinary approach drawing on education, instructional design, educational technology, psychology, and local cultural studies can significantly enhance educators' capacity in Pangasinan state universities to create effective instructional materials. This paper first reviews current problems, then proposes multidisciplinary strategies and implementation mechanisms, and considers possible obstacles and recommendations.
