Description

Educational institutions exist to facilitate learning, develop human capital, and advance equitable social progress. However, the Philippine education system persistently fails to fulfill these foundational purposes. Despite policy reforms and increased budgets, challenges such as learning poverty, weak teaching quality, leadership gaps, and systemic inequities compromise institutional effectiveness (Bautista, M. C. R. B., & Aranas, V. P., 2023; World Bank, 2023).
