Abstract
This study assessed the local information dissemination practices of Barangay Public Information Officers (PIOs) and Barangay Secretaries in the municipality of Dapa, Surigao del Norte. It examined existing communication practices, level of awareness in communication dissemination, training needs, and challenges encountered in barangay-level information dissemination. The findings served as the basis for developing a proposed Communication Literacy Program. The study employed a convergent mixed-methods research design using survey questionnaires and semi-structured interviews. Quantitative data were analyzed using frequency counts, percentages, weighted means, standard deviations, and gap analysis, while qualitative data were analyzed through thematic analysis. Findings revealed that barangay officials commonly used both digital and traditional communication channels, particularly Facebook-based platforms and interpersonal communication. Respondents demonstrated a generally high level of awareness in ethical communication, information verification, audience engagement, digital communication, and crisis communication. However, gaps remained in the practical application of communication skills, especially in misinformation management, digital engagement, and crisis communication. The study also recognized the possible influence of social desirability bias in respondents’ self-assessment ratings. Challenges related to limited communication resources, misinformation, weak feedback systems, and inconsistent public engagement are further identified. Based on the findings, a context-responsive Communication Literacy Program guided by the ADDIE Framework was developed and positively evaluated during pilot implementation. The study concluded that continuous communication capacity-building initiatives could strengthen local information dissemination practices and support more effective barangay governance.
