Abstract

This study assessed the self-perceived English-speaking proficiency of local surfing instructors in Siargao and developed an English-speaking proficiency training design to enhance their communicative competence as tourism frontline workers. A descriptive-developmental research design anchored on the Design and Development Research (DDR) framework was employed. The participants were surfing instructors who were evaluated for grammatical, sociolinguistic, discourse, and strategic competence using a communicative competence assessment tool. Mean, standard deviation, and paired sample t-test were used for data analysis. Findings revealed that respondents generally perceived themselves as proficient across all communicative competence domains, with higher educational attainment corresponding to higher self-rated proficiency levels. However, observational results indicated a gap between self-perceived proficiency and actual communication performance, particularly in vocabulary use, sentence construction, and idea elaboration. The pre-test and post-test results showed a significant improvement in English-speaking proficiency after the implementation of the training program (p < 0.05). The study concludes that targeted communicative language training significantly enhances the English-speaking proficiency of surfing instructors. The proposed training design is a valid and practical intervention for improving communication skills and service quality in tourism settings.
