Description
The Philippine Senate's ongoing crisis during the 20th Congress defined by three leadership changes within ten months represents a governance emergency with consequences that extend far beyond the chamber walls. This commentary examines three essential dimensions of that emergency: the immediate human cost of legislative paralysis on citizen welfare; the systemic erosion of democratic institutions and constitutional norms; and the long-term civic inheritance at risk for the next generation.
